GRAND RAPIDS (WOOD-AM) - Grand Rapids Public Works Department Supervisor Jason Carter tells WOOD-TV that progress is being made on plowing city roads.

"We’re going to continue until we feel like we've been down every single street and every street is opened up," Carter said.

But the city also says progress is being slowed by drivers who are not following odd-even parking rules.

Plow drivers say they've had to turn around because they couldn't get through.

Violators can also get ticketed.

The winter parking rules will remain in effect until April.
